Ince has played a starring role for the Tangerines in the opening weeks of the Championship season and has been the subject of much transfer speculation.
He was recently called up to Stuart Pearce's Under-21 side but Holloway thinks the 20-year-old is good enough for the full squad and compares favourably with Arsenal duo Alex Oxlade-Chamberlain and Theo Walcott.
"At the moment he has just got into the England Under-21 set-up and rightly so," said the Bloomfield Road boss.
"He has been absolutely unplayable for us and has been outstanding in such a short period of time. I don't think the other two flying wingers [Oxlade-Chamberlain and Walcott] are any better than him.
"It is because they play for Arsenal. Incey has been creating and scoring. In other words, if Arsene Wenger bought him, he'd be good enough to start for England."
