County substitute Campbell-Ryce saw red in the dying stages of a drab draw after a tackle that led to Laird being taken away in an ambulance.
Preston had the better of the match and Nicky Wroe twice forced County goalkeeper Bartosz Bialkowski into smart saves, while Stuart Beavon saw his effort cleared off the line by Gary Liddle.
Westley said: "I thought it was disgusting, it was obscene, no language is strong enough.
"There was absolutely no intent, in my opinion, other than to be totally reckless and put someone in serious danger.
"He offered me an apology but the boy's lying in hospital. It's not my apology to accept."
Notts County boss Keith Curle insisted Campbell-Ryce did not intend to hurt Laird.
"There was a massive furore and obviously we hope the lad's OK but I don't think there was any intended malice," said Curle, after County had made it 19 away games unbeaten.
"He didn't go for it to be a career-ending tackle. If you have a look at it in slow motion, the lad's gone to cross the ball and kicked Jamal's leg.
"It was right in front of their supporters, the referee's made his decision and we have to abide by that.
"It wasn't going to be a pretty spectacle because of the way they play their football so we had to be brave and earn the right to play."
