The Atletico Madrid midfielder has been linked with moves to both clubs over the summer, with Los Rojiblancos insisting any interested clubs must meet the player’s €24m release clause.
Now, however, Bulut has intimated in comments to NTV that the buy-out figure might be met by a club from England.
“Atletico Madrid do not want to sell Arda. However, if his €24m minimum-fee release clause is activated then they will have to listen to offers.
“A transfer to the Premier League is likely,” he revealed.
Speaking to TRT in January, Bulut admitted having held talks regarding his player’s future.
The 28-year-old was released by Spurs this summer and is currently a free agent, with a number of English clubs understood to have expressed an interest in him.
News of Bentley’s availability has also had several sides from abroad monitoring his situation, with Espanyol and FC Utrecht already believed to have made enquiries, and Malaga are now ready to join the race for his signature.
Bentley, who has seven full England caps, is thought to be open to a move abroad, given he had a successful spell on loan at Russian outfit FC Rostov last season, and a switch to Malaga would certainly appeal.
After starting his career with Arsenal, Peterborough-born Bentley made subsequent moves to Blackburn Rovers and Spurs interspersed with loan arrangements at Norwich City, Birmingham City and West Ham United.
However, a once promising career at the top level appears to have come to a standstill and he would relish the opportunity to get it back on track in Spain.

It’s widely reported Roma have accepted an offer worth €18m from both Spurs and the Saints, but he has taken time to make his decision.
Among the reasons for the delay is that the Italy international is unconvinced by a move to the Premier League.
He would prefer a return to La Liga, where he already shone on loan at Espanyol, and is therefore intrigued by the latest proposal on the table.
Spanish media are suggesting that Osvaldo could join Atletico Madrid in exchange for Adrian Lopez.
The 25-year-old Spain international is a forward who tends to start from the right wing, so would be an alternative to transfer target Nani of Manchester United.
He is valued at around €10m, so Roma would get Adrian plus cash in this deal.
