The Saur-Sojasun rider triumphed in a bunch sprint for the line, edging out French FDJ riders Arnaud Demare and Mickael Delage into second and fourth respectively, while Italian Manuel Belletti of AG2R pinched third place.
The 188km stage featured only rolling hills, making a sprint finish inevitable.
The four-stage Tour de France warm-up in the Pyrenees will feature just one high mountain stage, with the riders tackling the Col du Tourmalet on the third day.
