The 24-year-old Reed, who made his Test debut as a replacement against RBS 6 Nations opponents Scotland earlier this year, will move from the Blues' RaboDirect PRO12 rivals the Scarlets.
The Blues recruited Perpignan prop Borrust.
Borrust, 26, has made more than 50 appearances in the French Top 14, and previously played for Sale Sharks and Auch.
