Fleming, who made his debut for Wales in 2012, was given a squad number at the start of the season but has been playing on loan with Championship club Batley.
Tigers coach Ian Millward has also included in his 19-man squad full-back or winger Richard Owen and prop Jonathan Walker, who both played for Keighley last weekend on a dual registration.
Millward is without winger Justin Carney and second-rower Weller Hauraki through suspension but hopes to have Jake Webster and Lee Gilmour back from injury to take their places.
