Having made 12 starts in 2011-12, the 23-year-old is well on his way to surpassing that total already this season after emerging as a key man at Kingsholm.
"Tom's proof that you don't necessarily need to have been capped at U18 or U20 level, or come through an Academy, to make it to first team level," said director of rugby Nigel Davies
"He's got real talent, but he allies that with hard work, a genuine desire to continually improve his game and a willingness to play wherever the team need him to.
"I can't speak highly enough of his attitude and his performances this season. He's become an integral part of the squad and his new contract is a reflection of that.
"I'm very happy that Tom will be a part of what we're looking to achieve here at Gloucester Rugby over the next few seasons."
