The Nerazzurri are keen on the 21-year-old. They have apparently offered cash, as well as the services of Antonio Cassano and Matias Silvestre.
“The agreement has still not been completely defined, we are talking,” George Atangana told Sky Sport Italia.
“Anyone would like to join Inter, but it is too soon to start talking about anything being made official.”
Inter are looking to rejuvenate their attacking options having already done a deal with Sampdoria for 20-year-old Mauro Icardi.
“Icardi and Belfodil are two potential champions,” the representative continued. “Everyone has seen what Ishak is capable of.”
Parma netted Belfodil, formerly of Lyon and Bologna, in 2012. He has scored eight goals in 33 League games for the Stadio Tardini outfit.
Inter's Giulio Donati would be happy to join Bayer Leverkusen, his representative has confirmed.
The German outfit are understood to have offered Inter, the club who own him, a fee of €3m for his signature.
“It is true, we did meet with Bayer’s Rudi Voeller and the club yesterday,” Silvio Pagliari is quoted as saying on the playermanagement.eu website.
“The negotiations are not complete though, even if I can say that we are at a good point in the proceedings.
“We are waiting for the boy to get back to Italy, but he would be happy with an eventual move to the Bundesliga.”
The defender, who was part of the Italian Under-21 squad at the European Championship, spent 2012-13 at Serie B side Grosseto.
Parma director Pietro Leonardi believes the signing of Antonio Cassano would be "a gift" as negotiations with Inter continue.
The talks are ongoing for Cassano and Matias Silvestre to join Parma on loan with an option to buy, plus €10m in exchange for Ishak Belfodil.
“We are fairly confident, but have to put together all the different components,” Leonardi told Mediaset Premium.
“Everyone wants to conclude the negotiations positively. We are in no rush, but hope it succeeds because we want to give Cassano to the city, a great gift for the club’s centenary.
“I consider Cassano to be an absolute talent and always wanted to work with him. I don’t think age is relevant. Just ask Udinese whether they think Antonio Di Natale is too old.”
There have been reports Genoa are making a counter-offer for Cassano, but Leonardi is doubtful.
“I haven’t heard of their interest. I doubt Inter are holding two negotiations or want to sell the same player twice. Both Cassano and his agent are happy to join Parma and this is why I don’t believe the rumours of Genoa’s interest are credible.”
The Ducali also confirmed defender Gabriel Paletta will not be sold this summer.
“Inter have never asked us for Paletta. We want to keep him because he is valuable for this team.”
Bari have failed to rule out selling their share of Nicola Bellomo just a day after his co-ownership deal with Chievo was renewed.“At this moment in time, Bellomo has returned to Chievo,” Bari sporting director Guido Angelozzi told Sky Sport Italia.
“However, from July 1, we will be in a position to sell our 50 per cent of his contract. There are offers for him and we will evaluate them.”
The 22-year-old, an attacking midfielder, is a promising youngster who has been linked with Roma and Inter in the past.
Bellomo scored six goals in 35 games for Bari in the past campaign as the San Nicola outfit avoided relegation from Serie B.
