Dutchwoman Rachel Klamer claimed the title in five-way battle for gold but Holland finished just two seconds behind and the Czech Republic's Vendula Frintova completed the podium.
"It's so good, I didn't expect it," said Klamer.
"I've had some pretty bad races recently so I was quite nervous. But I love racing here, I've won three times before and I thought if I won today it would be fantastic."
British youngster Georgia Taylor-Brown returned from a two-month injury lay-off to win the European junior title, cruising home more than 40 seconds ahead of Laura Lindemann
“I didn’t think at all that I was going to win as I’ve had two months out from injury and have only just started back running,” she said.
“But I didn’t put any pressure on myself, just told myself to do what I do and it worked out.
“We got a break on the last bike lap, a couple of girls went down, and after that it was just a case of head down and go for it and luckily, I felt alright on the run.”
