Antequera and its Athletics Centre for High Performance had been identified as a preferred venue to host the 2015 Games' figure and short track speed skating events.
The meeting confirmed both sides' intentions to make the proposal become a reality, with Baron displaying an intention to immediately begin work on the promotion of the Universiade.
Baron also said he was confident the events will be well received by the inhabitants of his city, as has been the case with other sporting events previously held there.
Antequera has a long standing tradition as a host city and is no stranger to FISU: in 2010 Antequera hosted the 13th World University Golf Championship.
"We're very pleased after the meeting because we see that there is a firm intention to start creating an environment of Universiade in this town," said Ureña.
"We believe that the sports which will be hosted in Antequera will receive a special welcome."
Meanwhile, a delegation of FISU experts has visited those facilities that will host the skating events in Antequera and the remaining ice competition venues (ice hockey and curling) in Granada.
The FISU delegation was headed by Milan Augustin, FISU director for the Winter Universiade.
