Liverpool and Lille are the other sides interested in the Israeli, who has played just one minute of football this season, according to the BBC.
Benayoun left Liverpool for Chelsea last summer, but has failed to establish himself as a first-team regular.
Arsenal manager Arsene Wenger is under intense pressure from fans to spend the proceeds of the big-money sales of Cesc Fabregas and Samir Nasri - and came in for more criticism after Sunday's 8-2 humiliation against Manchester United.
Chelsea's preference would appear to be including Benayoun in a part-exchange deal that would see Tottenham's Luka Modric come to Stamford Bridge.
Benayoun said on Twitter: "Negotiating with several teams... news soon."
