It means that Utd had nothing to play for, no need to give a big effort.
As to the penalty, look in the newspaper, it was given and scored. So was Walcott's goal, whichi was offside.

Because he has to come up with something for them to play for, in order to keep motivation going. Other than that, the match was essentially meaningless.
