avb can't be punished for something he might have done!

Uh, yes you can. Have you not seen quite a few people being arrested and charged for plotting to blow up bombs in city centres these last few years?
AVB could be charged with bringing the game into disrepute. He has openly admitted his willingness to plot against the integrity of the rules of the game. So he can be punished for something he not only might have done, but admitted he would have done.
