Andrea Henkel had given the Germans the lead after the first lap, but after Evi Sachenbacher-Stehle had lost ground, Miriam Gossner gave Laura Dahlmeier an 8.4-second deficit to make up on the last lap.
And after 19-year-old Dahlmeier produced two clean shoots, she closed the gap on Ukraine's Mariya Panfilova to just five seconds, which she easily made up to pass her rival and win by 11.9 seconds.
The 2013 IBU world junior sprint, individual and relay gold medallist had helped her team record a time of 1:09:27.1, ahead of the Ukraine and third-placed Norway who were 21.2 seconds back.
And speaking afterwards of the difficulty and drama of the last loop, Dahlmeier said: "It was hard. I thought Tora [Berger] might come from behind and catch me. I knew I had to give my best and run as fast as I could."
