Petrolul's 3-0 away win in the first leg of the semi-final proved enough of a cushion to give the four-times Romanian champions the chance to add to their trophy haul after reaching their fourth Cup final and first since the 1994-95 season.
Veteran striker Gabriel Paraschiv gave Otelul an early lead after capitalising on a defensive blunder but Congolese striker Jeremy Bokila equalised for the hosts from Brazilian midfielder Romario's precise cross 11 minutes after the break.
Laurentui Iorga scored a late penalty to give Otelul victory on the night but it was not enough for the Galati-based side.
In the June 1 final Petrolul, who were founded as Juventus Bucuresti in 1924 and moved to Ploiesti in 1952, will face 2012 champions CFR Cluj or FC Astra who drew 0-0 in their first leg.
